Fuel ball question

Is there a rule about how far the ball should be from the motor on an
outboard?  Merc 75 2 stroke and 60 4 stroke
Mine is under the console near the tank. I have always had an air
bubble in my inline glass filter near the talk. I assumed I had a
small air leak and got on with my life. Over the years everything has
been replaced more than once including the engine and the other day I
pressure tested it end to end. The fuel system didn't show any sign of
a leak. I had eliminated the tank pickup before with a hose directly
in the filler neck..
Now I have literally chewed off all 4 legs and I am still in the trap.
I am wondering if it is just a design issue.

I'm surprised, not even a guess?

BTW I have scoured the shop manual and a bunch of web sites with no
guidance either.
