Nothing. The HX850S transmits your exact location by GPS, and you use
the voice section to communicate details of your situation and the dink
(which isn't going to sink with just one tube punctured). Your MMSI
identifies you, your emergency contact number, etc.

By that rationale the USCG would never look for people overboard -- it
would just save ships, and that's now how SAR is conducted.

I bet you're never actually discussed it with your local Coasties.
If you had, I bet you would have found them to be very helpful and
supportive of DSC/VHF, including handhelds.

WRONG! Your MMSI identifies the YACHT the license or pseudo license
registration with Boat/US is for.....NOT YOU.
This sends a false message to the rescue services looking for the YACHT,
not a dink.

Ok, the definitive answer is, that the Handheld IS licensed to the
vessel, as a "Portable Transmitter" and if you have more than one
aboard they are numbered, as "Vessel Name", "Vessel Callsign", Portable
1, 2, ect.... and IF they have DSC Capability they do get the vessel
MMSI programmed into them, and they then Ident via voice if the
Emergency Button is activated....
