Yeah, to resolve Bob's problems, he'd need to look for someone with "Dr." in
front of their name, not "Capt.".

Yup, right there. i sure dont care about all the protacals of a place
like this. If this was a few years ago yould be saying, Breaker
breaker 19 and be threatning to hunt me down with a loop. time and
technology change but some people reamain the same

Oh, so its one of thoes uscg oupv/ 25 grt licenses that all you need
is a title to a motor boat (15' skiff 10.0 HP) and lie about the
number of days he used it on the Small Vessel Sea Service Form then
pass a test and get his OUPV Inland Captains license....... is that
the one?
