Read a 1940ies canoeing book the other day and saw an advert for paddles made by F. Collar in Oxford. Kind of intrigued me, seems wooden paddles are mostly imported into the UK nowadays, from far away places.

What are the basic first things a person should do if they're interested in getting manmade play features added to their city's river? Raise money to bring in a consultant? If so, what sort of consultant? Get people to sign a petition? Look for funding?
